Opticianry already has employers, apprenticeship standards, education, examinations, and licensure. But a manager or prospective apprentice can still reasonably ask: Who do I call? What comes first? What do I need to provide? Who owns the next step? FRAME is designed to answer those questions.

Virginia Works describes employer startup as four core program-registration steps. FRAME’s proposed role is to prepare, coordinate, and translate those steps for optical employers and apprentices.
